MEMORANDUM

DATE:
December 7, 1999
TO:
County Commissioners and Chief Elected Officials of Municipal Corporations
FROM:

James J. Mermis, Administrator, Ohio Bureau of Employment Services
Jacqui Romer-Sensky, Director, Ohio Department of Human Services

SUBJECT:
Local Workforce Investment Act DRAFT Planning Guidance and Instructions

Enclosed is the Workforce Investment Act, Local Planning Guide. This guide contains a great deal of information in addition to the procedures for:

Transitional Youth Plan (April 1, 2000 to June 30, 2000)
Five-year strategic plans
JTPA closeout and transition guide

The JTPA closeout and transition guide is included for your information. The current JTPA Administrative Entity is responsible for closeout but will need your assistance with transitioning participants from JTPA to WIA. Please keep in mind that if a participant is enrolled in training funded through JTPA, that service plan must be continued under WIA.

The guide is the first step in providing planning technical assistance. You will note that some sections of the guide are missing. They will be forwarded to you as they are developed.

On Friday, December 17, we will hold a video conference to provide more detailed assistance and to answer your questions. The video conference will be repeated twice, the first session from 9 a.m. to noon and the second from 1:30 to 4:30 p.m. We will be getting more information out regarding the video conference soon. We encourage you to have the staff who will be working on the plans attend the video conference.

If you have questions regarding the guide you may call Emma Brewer at 614-466-3817.
