One-Stop Development Plan
As part of the Workforce Investment Act (WIA) a statewide
structure of local One-Stop Service Delivery Systems has been built in
Ohio. The next step in the process is to ensure that the system is fully
implemented. With that objective in mind ODJFS has established a goal of having all One-Stop
Systems achieve full functional readiness by year end.
In order to reach that goal the following steps are, or have been taken:

A "One-Stop Central" unit has been created
within the Office of Workforce Development at the state level. The
purpose is to provide one point of contact for answers and assistance
regarding One-Stop issues. This unit will also coordinate the
activities of the technical assistant staff relating to One-Stops
assistance.

Best Practices Guide - Information on best practices
relating to WIA and One-Stop operations is being placed on the ODJFS
WIA/One-Stop web site. The guide will contain information and examples
from One-Stop Systems (within Ohio or nationally) which have exemplary
programs or expertise in specific areas. The guide will also contain
links to other helpful and important One-Stop resource sites.

Development Program - Governor Taft has allocated $5
million dollars to be made available to One-Stop areas for continued
development of their systems. These funds will be allocated to
individual areas based on their level of operational readiness and can
be used to meet needs as identified locally.

Marketing Package - As local WIA Area One-Stop Systems
achieve full functional readiness, the Governor,s Workforce Policy
Board has committed to delivering a comprehensive localized marketing
package to promote the use of the One-Stops.

One Stop Workshops – ODJFS in partnership with DOL
will host One-Stop technical assistance workshops. Exemplary One-Stop
Systems from Ohio as well as other states will be brought in to share
their experiences and expertise through workshops and roundtables.
These workshops are planned for Fall, 2001.
Development Program Funding Formula
Money from the Governor’s Discretionary allotment will
be made available to local WIA boards based on its percentage of Ohio’s
population and geographic size. The example attached includes WIA Area 6
that includes Stark and Tuscarawas Counties.
Ohio’s total population based on 1998 estimates is
11,209,493
Ohio’s total area is 40,952.6 square miles
Area 6 population is 461,172 – 4% of the Ohio total
Area 6 geographic area is 1,143.8 square miles – 3% of Ohio total area
The $5 million allocation has been approved by the
Executive Committee of the Governor’s Workforce Policy Board. The total
allocation from the Policy Board of $5 million will be divided into two
funding pools of $2.5 million each. As an example, Area 6 would be
entitled to $172,415.94 in incentive money for One-Stop System
development.
The funds would be distributed based on the following
formula:
40% ($68,966) at inception of program
40% of total allocation (additional $68,966) upon
completion of 15 of the 19 measurement criteria.
20% final allocation upon completion of all criteria
($34,483)
The formula will be applied to all WIA based on population
and geographic size.
